Yes. Since 2014, all foreign nationals applying for a Turkish residence permit (ikamet izni) must hold a valid health insurance policy that covers the full duration of the permit. The immigration office (Göç İdaresi) will reject your application without it.
Foreign health insurance (yabancı sağlık sigortası) is a standalone private health policy for people who are not registered in Turkey's SGK public health system. TSS (tamamlayıcı sağlık sigortası) is a complementary top-up policy for people who already have SGK coverage. If you have no SGK, you need full foreign health insurance. If you have SGK, TSS fills the gaps.
Premiums vary by age, nationality, insurer and coverage level. As a rough guide for 2026: a basic plan for someone aged 30–40 starts around 8,000–15,000 TL per year (approx. €200–400). Comprehensive plans with dental and maternity cover are 25,000–60,000 TL/year. Allianz, Mapfre and AXA typically sit at the premium end; Ankara Sigorta and Demir Sigorta offer more affordable options.
