Why it matters

Health insurance is a legal requirement for your Turkish residence permit

Since 2014, the Turkish Directorate General of Migration Management (Göç İdaresi Genel Müdürlüğü) has required all foreign nationals applying for a residence permit to provide proof of valid health insurance. The policy must:

  • Cover the full duration of the permit you are applying for
  • Be issued by a Turkish-licensed insurance company
  • Name the policyholder (you) and include your Turkish address
  • Be presented in Turkish at the immigration office

Do I need foreign health insurance or TSS?

No SGK? → Foreign health insurance

If you are not registered in Turkey's SGK public health system, you need a full private health insurance policy (yabancı sağlık sigortası). This is the most common option for new arrivals and retirees.

Have SGK? → TSS top-up

If you are registered in SGK (e.g. employed in Turkey or voluntarily registered), TSS (tamamlayıcı sağlık sigortası) fills the gaps — private room, dental, faster access. Much cheaper than full private cover.

Health insurance in Turkey — FAQ

Is health insurance mandatory for a Turkish residence permit?

Yes. Since 2014, all foreign nationals applying for a Turkish residence permit (ikamet izni) must hold a valid health insurance policy that covers the full duration of the permit. The immigration office (Göç İdaresi) will reject your application without it.

What's the difference between foreign health insurance and TSS?

Foreign health insurance (yabancı sağlık sigortası) is a standalone private health policy for people who are not registered in Turkey's SGK public health system. TSS (tamamlayıcı sağlık sigortası) is a complementary top-up policy for people who already have SGK coverage. If you have no SGK, you need full foreign health insurance. If you have SGK, TSS fills the gaps.

How much does private health insurance cost in Turkey in 2026?

Premiums vary by age, nationality, insurer and coverage level. As a rough guide for 2026: a basic plan for someone aged 30–40 starts around 8,000–15,000 TL per year (approx. €200–400). Comprehensive plans with dental and maternity cover are 25,000–60,000 TL/year. Allianz, Mapfre and AXA typically sit at the premium end; Ankara Sigorta and Demir Sigorta offer more affordable options.

Can I get health insurance if I have a pre-existing condition?

It depends on the condition and insurer. Some Turkish insurers will cover pre-existing conditions with a waiting period or exclusion clause; others will decline. Diabetes, hypertension and cardiac conditions are commonly excluded for a period of 1–2 years. Tell us your situation and we will find the best available option.

Can I use my policy at public hospitals (devlet hastanesi)?

Private health insurance plans are primarily designed for use at private hospitals (özel hastane). Many plans include emergency coverage at state hospitals. For routine use of state hospitals, SGK registration plus TSS is usually the better route.

Does the insurance policy need to be in Turkish?

The immigration office requires a policy document in Turkish.
